NARFE Chapter 2274 - 20th Anniversary with Arlene Page and Peaky's Staff - 12/19/13

A BRIEF HISTORY OF CHAPTER #2274

​Chapter #2274's "Founding Father" was a gentleman named Carl G. Foultz, Sr.  A World War II veteran, Carl served with the Army in the China-Burma-India theater specializing in meteorology, diesel mechanics and communication.  After the war, he was recruited by and spent a career with the Federal Aviation Administration where, among other things, he was responsible for airport infrastructure maintenance and quality control.  He retired as a GS-15 Chief Industrial Specialist after 30 years and two months on December 31, 1982, around which time he joined NARFE. 

After retirement Carl and his wife of many years, Anna Lucarello Foultz, lived in Myrtle Beach, S.C.  Carl became active in the NARFE chapter there and before long found himself elected President.  Carl and Anna discovered and fell in love with Ocean Pines, MD and moved there around 1991.  Finding that there was no local NARFE chapter conveniently close by, Carl set about organizing one.   He literally knocked on doors searching out retired Federal employees.  There was an organizational meeting on February 18, 1993, followed by Chapter #2274's first official meeting on March 25, 1993, with 80 attendees.  

Chapter #2274, whose current membership numbers around 300, has been going strong ever since.  Our members come from Ocean City and Ocean Pines, MD and from adjoining areas including from Wicomico County, MD and a few people from southern Delaware.  Our Chapter Presidents have been:

Our Founding President, Carl Foultz, died on April 2, 2010 at the age of 86.  He was interred with full military honors in Arlington National Cemetery on July 1, 2010.  Anna Foultz remains active with the Chapter.
